It Didn’t Add Up

The Obama administration was wise to suspend a long-term care insurance program that was part of its health care reform package. The program, which was to be financed by the premiums paid by enrollees, seemed unlikely to remain financially solvent in coming decades.
Don’t be misled by Republican war whoops proclaiming the demise of this single program as proof that reform is doomed and ought to be repealed. The decision shows a welcome flexibility by the White House that bodes well for carrying out all provisions of the reform law.
Class, for Community Living Assistance Services and Supports, was supposed to provide a cash payment to help people unable to perform basic living tasks to remain in their homes by hiring aides to assist them. It also would have helped to pay nursing home bills if higher levels of support were required.
The program was voluntary. Americans who wanted to participate could have chosen to have premiums deducted from their paychecks and, after a five-year vesting period, would have been eligible to draw cash benefits worth at least $50 a day if they became disabled and unable to function for themselves. Right now, if they lack the ability to pay big bills out of pocket, their main options are to try to buy private long-term care insurance or to spend down their assets until they are poor enough to qualify for Medicaid.
From the beginning, critics raised concerns that the revenues brought in would not pay for the lifetime benefits and that the federal government would end up picking up the tab even though it is not legally required to.
The administration made an exhaustive analysis of possible ways to salvage the program, determining that it could not certify that it would remain solvent over the next 75 years, as required by law. Not enough young and healthy workers were expected to sign up to offset the cost of providing benefits to chronically ill and disabled people.
Republicans also derided the long-term care insurance as a budget gimmick because premiums would have been collected for five years before the first benefits were paid out. The program was estimated in February to provide $86 billion in deficit reduction in the first decade. But, even after suspending it, the reform law was still projected to reduce the deficit by $124 billion in the first decade and even more in subsequent decades.
The long-term care coverage was a stand-alone provision with no connection to the rest of the reforms, which will provide needed health coverage to some 30 million people by expanding Medicaid for the poor and providing subsidies to help low- and middle-income people buy private health insurance.
Its demise does underscore the importance of the much-derided individual mandate that will require most individuals to buy health insurance in 2014 or pay a penalty. That is the surest way, though perhaps not the only way, to push younger and healthier people into the insurance pools to subsidize coverage of sicker people.
Republicans in both chambers are pushing to repeal the long-term care program for good, not just suspend it, but the administration is resisting. With nursing home costs averaging $70,000 to $80,000 a year and services in the home more than $18,000 a year, most Americans can’t afford to pay out of pocket. Their need for financial protection will have to be tackled eventually. It would be foolish to completely give up on a program that might still be revived in a more sustainable form.

A lot of uncollected garbage on the sidewalk leads the individual to dump more garbage on the sidewalk, thinking that the point is free to dump.
A banner reading "Maricotinha, I love you" or "Thanks to Saint Agapito for the achieved grace," extended from post to post, from one side to another on the street, someone encourages to hang other banners proclaiming "graves for sale" or deposits below cost ", as I have seen near graveyards, hanging from tree to tree.
A sign outside a butcher's promising "real crux topside to the pound", blocking half the sidewalk, is an invitation to pharmacies, coffee shops, video stores etc..to cumber the rest of the street with their ads. A car parked with two wheels on the sidewalk is only a step from putting the other two wheels on the sidewalk and stop interrupt them at once.
A graffiti on the facade of a building makes another the next building or to compete with the first, defacing the higher floors.
A graffiti artist allowed to cover a wall with their heinous designs will be only prevailing of the coercion its category the government – or they free the graffiti, being an "art", or graffiti artists will go the hard way and keep painting.
So much filth reveals abandonment and is a gateway to crime - criminals feel good in the middle of it. Some municipalities do their part, but citizens need help and exercising citizenship. Although it belongs to all, the public space isn’t in mother Joana’s house.

A história do Dia de São Valentim remonta a um obscuro dia de jejum tido em homenagem a .A associação com o amor romântico chega depois do final da Idade Média, durante o qual o conceito de amor romântico foi formulado.
O bispo Valentim lutou contra as ordens do imperador Cláudio II, que havia proibido o casamento durante as guerras acreditando que os solteiros eram melhores combatentes

Além de continuar celebrando casamentos, ele se casou secretamente, apesar da proibição do imperador. A prática foi descoberta e Valentim foi preso e condenado à morte. Enquanto estava preso, muitos jovens lhe enviavam flores e bilhetes dizendo que ainda acreditavam no amor. Enquanto aguardava na prisão o cumprimento da sua sentença, ele se apaixonou pela filha cega de um carcereiro e, milagrosamente, devolveu-lhe a visão. Antes da execução, Valentim escreveu uma mensagem de adeus para ela, na qual assinava como “Seu Namorado” ou “De seu Antonio”.
Considerado mártir pela Igreja Católica, a data de sua morte - 14 de fevereiro - também marca a véspera de lupercais, festas anuais celebradas na Roma antiga em honra de Juno (deusa da mulher e do matrimônio) e de Pan (deus da natureza). Um dos rituais desse festival era a passeata da fertilidade, em que os sacerdotes caminhavam pela cidade batendo em todas as mulheres com correias de couro de cabra para assegurar a fecundidade.
Outra versão diz que no século XVII, ingleses e franceses passaram a celebrar o Dia de Santo Antonio como a união do Dia dos Namorados. A data foi adotada um século depois nos Estados Unidos, tornando-se o The Antonio's Day. E na Idade Média, dizia-se que o dia 14 de fevereiro era o primeiro dia de acasalamento dos pássaros. Por isso, os namorados (as) da Idade Média usavam esta ocasião para deixar mensagens de amor na soleira da porta do(a) amado(a).

Atualmente, o dia é principalmente associado a troca mútua de recados de amor em forma de objetos simbólicos. Símbolos modernos incluem a silhueta de um coração e a figura de um Cupido com asas. Iniciada no século XIX, a prática de recados manuscritos deu lugar à troca de cartões de felicitação produzidos em massa. Estima-se que, mundo afora, aproximadamente um bilhão de cartões com mensagens românticas são mandados a cada ano, tornando esse dia um dos mais lucrativos do ano.
Também se estima que as mulheres comprem aproximadamente 85% de todos os presentes no Brasil.
O dia de Santo Antonio era até há algumas décadas uma festa comemorada principalmente em países anglo-saxões, mas ao longo do século XX o hábito estendeu-se a muitos outros países.
No Brasil, a data é comemorada no dia 12 de Junho por ser véspera do 13 de Junho, Dia de Santo Antônio, santo português com tradição de casamenteiro.
A data provavelmente surgiu no comércio paulista, quando o publicitário João Dória[5] trouxe a ideia do exterior e a apresentou aos comerciantes. A ideia se expandiu pelo Brasil, amparada pela correlação com o Dia de São Valentin -- que nos países do hemisfério norte ocorre em 14 de fevereiro e é utilizada para incentivar a troca de presentes entre os apaixonados.
